This doesn’t mean I’m smarter than anyone else, it does take a lot of effort and determination. Luck maybe? Movement definitely yeah, movement and action… definitely also action.
And so I wanted to end this without telling my whole story again but I suppose in reality I never really did. Tell my entire story that is since so many people wrote me wanting to know more details. Most of the omissions I figure were just useless observations or incidentals anyway. Things having to do with the way I think which wouldn’t do you much good to know. I think? Much of what I think that might be interesting is event/incident specific to me. That will only help if you think differently or were me. Much of what many people think, seem nothing more than curiosities. A lot of people think everything is aimed at them because they’re a target.
I know, because I’ve been there. There was some weird stuff going on around me that when I pointed it out to others some were questioning me. Like that maybe I was imagining it. Only, I had to separate what was real for me and what was coincidence before I filed a federal complaint. Not everyone and everything is part of what is really happening to many of you; It just blends in to look that way. But then how can any of us tell? Also most of our complaints aren’t federal or actionable in this way anyway. Then we’re really screwed because we will never know. Most of us are just average inconsequential people who are just like most of the rest of us. Most of the rest of the population who aren’t will never understand things like Fusion Center programs and micro-controlling populations.
Since I trust much of my own judgement, I was able to differentiate because I focused on that. I left out all the meaningless targeting which did happen. For the purposes of my criminal complaint they had no relevance toward my objective. Though some was seriously screwed up stuff. Yes, that stuff did happen too but it was mostly untraceable, done mostly by low level informants, wannabes and pawns looking for points from the pointless delusional. This type of crime is mostly meaningless except to you; the target… Most often there is no investigation of crime or terrorism. More often it’s just about the harassment or gaslighting of you; the (victim) target. I call them nuisance crimes like breach of the peace or petty theft – annoyances mostly. For me the REAL crimes were occurring everyday so at the beginning of the end I kind of knew it was coming. No positivity, but confidence - just like all the rest – just a gut feeling that instinct told me it was. Just like I said in my last couple books. I told everyone these people were going to get caught-up for what they were doing to me. And when I say everyone, I mean accomplices too. Everyone involved in the conspiracy like suspected informers as well.
But the day I felt it all blew up I knew something strange was happening. I never wrote this before but; The low flying helicopter buzzing me all morning gave it away. Starting over my backyard hovering low – and then following my car just as low for about a half hour around town. Even hovering over the little corner store until I came out. That was the biggest clue for this episode. So I decided to watch the CT news that night cause I knew something was up! “FBI raids the New Haven Police Dept and make arrests.” Yes, that’s what the news said, and that’s part of how it ended. Now get this; Two New Haven PD narcotics cops were actually acting undercover CT State Police planted and working for the FBI the last two years. That was all in the CT papers too. This also exactly coincided with my initial complaint contact with the FBI. One hell of a twisted plot right? The biggest mystery of all was how they pulled that one off for so long. Other cops had to know – like the ones who ran the departments. How do you keep a secret like that?
I would say that’s when they all stopped harassing me. “Boom” just like that; like a cut off valve.

Ok, so but people seem to want to know how I went about presenting my case – what did I do and say? This was a long process way before filing, from first deciding I had enough and then initiating. I read a lot because I wanted to do it right the first time. Remember I had no one to give me good advice, so I then went online and found the law I needed. I decided that “Acting Under the Color of Law” was it. This is a law that’s used when filing on law enforcement. “Conspiracy to violate my Constitutional and Civil Rights While Acting Under the Color of Law.” I obviously added the extra lingo. It is a little known and rarely used specific federal conspiracy law. US Code Title. 18 Section 241 and 242 which you can look-up easily. It just means that they committed these crimes while on duty. Using their badges as shields for cover. I chose to file this way because law enforcement was the easiest to prove since they usually document all their encounters with the public. Of course, this also meant not giving them justification. This does require proof and it was my confidence that I was already under surveillance that I was able to file this way. 18 U.S. Code § 241 - Conspiracy against rights
If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right
or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; or
If two or more persons go in disguise on the highway, or on the premises of another, with intent to prevent or hinder his free exercise or enjoyment of any right or privilege so secured—
They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death.
18 U.S. Code § 242 - Deprivation of rights under color of law
Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to death. Yes, and I had also read all the stories from people saying; the FBI won’t help you they went to the FBI and got nowhere… I especially should also mention everything currently in the news now about the complaints from female Olympians to the FBI being ignored. But that is a completely separate issue. I’m not you or them or anyone else, so I still filed. Anyway, what choice did I or does anyone else have – where else do you go to file a federal criminal complaint? I’ve read that you are supposed to go to your local area FBI office. But the New Haven, CT county is where most of my problems were occurring. So I chose option B: the FBI.gov online and filled out their online web-form. With no response after two weeks, I made a follow-up call at like 1:00am to their Washington, DC Office. Contrary to what everyone said would happen – and to my astonishment someone actually picked up the phone and listened to my story. I could hear the beeps so I knew the call was being recorded. Then I just went right into it non-stop;
The message I spoke was simple, a whole two short paragraphs and I got all my pertinent info in without pause; “Hello, my name is Robert Torres, I live at 333, 3rd ave. East Haven CT, my date of birth is 10-14-21. About two weeks ago I filled out your web-form on your site FBI.gov, with no reply. My Constitutional and Civil rights are being violated by different area law enforcement while Acting Under the Color of Law. I am constantly being pulled over and harassed for no reason by different officers in different towns. Being searched along with my car, passengers, never finding anything and almost never getting a ticket. I got pulled over about thirty times in area towns. And even in my driveway five times - two times in front of my house. And never giving me a legitimate explanation.”
This is a fictitious address here but I used all my real info for the feds. “Don’t want anyone guessing or misrepresenting me later so I made sure to say it all.” He asked me just a few simple questions and says hold on.
Then just when I thought I was getting the hang-up, the phone transferred and when it picks up it says: “US Attorney General’s office.” The USAG is also in DC; Do you suppose they know that the call is a transfer from the FBI? My guess is YES!!!
The US Attorney General is also the very pinnacle of US law enforcement and is the head of the DoJ (Department Of Justice). I had already done all of my homework on the hierarchy so I already knew and was already shocked to have the FBI talk to me let alone the US Attorney General. “Don’t get crazy,” it was like one a.m. and it was their answering machine saying to leave a brief message with my contact info. So I left the same message as my written one and the verbal one I just gave to the FBI.
“That was pretty much it guys, but it was the big time…”
The abbreviated version after the fact is; I sense feds have subsequently, coincidentally but covertly saturated the area. Including what I believed to be a prior existing long covert surveillance around me. Since forever but intensifying about two days after the calls. During the next couple years and a long investigation, my town police department is planted with DoJ. Yeah, and there they weren’t hiding either since it was all publicized in state-wide media. They took over an office right inside our not-too-happy East Haven, CT police department headquarters staffed by them… Many arrests resulted between the departments… including some dramatic police arrests by FBI swat teams, right here! US Marshals, State Police and our own locals assisting. Very big, very public and very impressive! See, I’m not anti-law enforcement.
With so much in-house crime going on why they pulled me over so many times? It was probably because it was easy. Most of my business and associates were involved with dangerous musical instruments. Much of my clientele were musicians or otherwise involved plus that whole nightclub crowd. I left out most of what I was experiencing in my complaint and stuck to my specific current legal complaint only. We all have our private lives and they have made-up reasons to invade them. From everyday small nuisance crimes like harassments. To just blatant out-n-out targeting. Just like straight-out-of the Michael Aquino “Psyops to Mindwar” and it had to end quick. They were harassing me and my business nonstop!
As previously written in other books, I would often ask a questions - one of which was why I’m being confronted in my driveway? Why so many cop cars? Do I fit the description of someone who may have just fled the scene of a crime? I in return would be given odd answers like; I just pulled out of a drug motel or bar and once I remember getting a response from an officer in plain clothes telling me to “shut-up,” - which I did. Every motel or bar in these towns can fit any description cops want to give them.
Yeah, I told him it was embarrassing and well, but that did end too. All the imagined feds I thought were there secretly surveilling, came to light. Saturating our area was the beginning but you had to be suspecting and paying attention to know. Then throughout began all the arrests. The wheels of justice sometimes turn slowly, but they do move deliberately. And during the following DOJ investigation somehow the Yale University Law School got involved. Yale was the university in my other legal case - got the go ahead to do a forensic audit of our police department ticketing. Simultaneously believe it or not, of our police department’s traffic stops for the past couple years. “Holy Jesus” what a coincidence right? When it rains; but this was a positive for me and our town. Not so much for the police department. An entirely strange unexpected twist in the already strange plot.
Well but me too, I knew from experience that I would have to put in my own time presenting my complaint with no lawyer and all. But this is what we got guys. The US provides you the tools but you gotta put yourself in the game to find them. A little luck and aligning stars also help. Did all my own research - presented a federal complaint and figured it out. To file a federal complaint you just go to your local FBI, go on the FBI.gov or DoJ.gov websites and find the forms you need. They’ll ask for all your contact info and then a “brief” explanation of what you are charging. No lawyer to file a criminal complaint. Just like when someone steals your car, you don’t call a lawyer, you call the police. It just has to be federal in this case so you go to federal police… If you want to call a lawyer for advice that’s up to you – it might help; but again, it’s really all just straight forward.
I left out mostly everything in my complaint because they said “brief complaint” but that made it easier - for me. Most of the gangstalking weren’t individually federal crimes anyway, unless you can prove it. Mobbing, theater, tailing, conspiracy, etc… Too much effort to realistically prove separately. Pick and choose – that’s what I did. Believe me I’ve read other people’s complaints that were sent to me for advice. I read them, but I don’t give legal advice because I can’t without a law license in my state. That’s why I write everything out in my story. However, between you and I, some of the complaints I read from others were long and winded. Usually by many pages.
In my filing, I said my abbreviated piece then left all the details to the feds; didn’t name, names because I knew they were all pawns, plus I didn’t have to, besides, I didn’t know who was running everything. I only knew that they would find out easily if they tried cause, they’re the feds. Then, another coincidence proving my suspicions: all the main cops that I suspected were arrested, but not all of those guilty of being involved in the conspiracy circles. In the newspapers they did say there were other uncharged coconspirators. I knew that too, but was happy pretty much how things turned out. It sent the message pretty clear… Especially when FBI swat teams “circumstantially” show up at their houses in the wee hours.
Just to let you know, solving my problem was small just like all of yours. Getting it together is the hardest part. Speaking as in the context of the grand scheme of things of course. Getting people to listen is always going to be the biggest obstacle. You have to make your words sensibly believable to the right people or others in the world. That’s what I did. I didn’t just go in believing life is fair, because it is not for many of us. You are put into a situation where your fight is for your life. People are going to go down or they’ll take you down. The fact is that I believe you aren’t going to take the whole machine down. The bureaucracy is too large and imbedded in a system that promotes and embraces it. Just read about the Government Fusion centers which I wrote about - the REAL swamp. The one guy or gal who is going to take it down may have already been born so don’t surrender yet. Keep fighting for now… if only for your own personal justice. Who knows, it may be one of you?
Once you get caught up the only hope is to get yourself out unless the laws are changed. Also when it’s done, you have to know that you may see a giant cover-up and twisting of the story. Like what happened to me; Be strong, you may have to be.
This entire book is a lesson in opposition to what we think we know… I just want to tell you that when you really know, the doubt is removed.
